I have been misjudging the Junta. Waiting for a final certificate from them, our Arquitecto was already in possession of it. See copy attached. This is for a 14 year old, 2 storey and basement modern style villa of c400 sq m plus 200 sq m of basement. No air conditioning; original gas boiler providing hot water and heat for under-floor heating on one floor and radiators above; electric immersion water heater; double glazed; single ornate open fireplace, etc. The rating could be improved by renewing the boiler and providing solar water heating.
The important bits are the Junta’s Registration number and the date, but also note the number in the coloured grade. The coloured bands are wide so there can be a considerable difference between two properties that have the same Grading.
So, now it’s done and in the end the system is reasonably efficient. No excuses any more. It has to be done so instruct it NOW. Make sure that the person doing it is qualified; contracts to have the initial documents approved by their Colegio; then submits the approved documents with the Junta’s forms; and passes on the final certificate and approved papers.
