A directive approved by the European Parliament mandates that all homes in Spain, as well as across the EU, must achieve an energy efficiency rating of E or better by 2030, and a D rating by 2033. Furthermore, by 2050, all buildings are required to be ‘climate neutral,’ aligning with the broader EU goals of reducing carbon emissions and transitioning to sustainable energy sources.
EU edict – “From 2030, all new buildings must be zero emissions, and twenty years later, in 2050, the entire European building stock must comply with climate neutrality.” How is this second measure achieved? By rehabilitating buildings. By the same years, CO2 emissions must be reduced by 32%. “80% of the houses that will exist in 2050 have already been built”, showing the importance of rehabilitation
“Demand is much higher than the (public) resources available”
The Spanish Secretary of State for Housing, David Lucas – there are more than 600,000 applications. They cannot cope with many of them, since “demand is much higher than the (public) resources available”. Some 300,000 homes must be renovated each year. However, the Higher Council of Colleges of Architects of Spain (CSCAE) states that in the first quarter of this year fewer than 31,000 homes were approved for renovation and renovation.
Prohibiting Sales or Rental
Director of Rehabilitation at UCI, Laura Visier – “large-scale urban regeneration” should be carried out and questioned the possibility of “prohibiting the sale or rental of those buildings with a low energy rating”, (which is something the EU has discussed but declined.) Vanessa Rodriguez ICU – “we cannot create a future for our grandchildren with tools for our grandparents”.
Mortgagees “drowning”
The president of the General Council of Colleges of Property Administrations of Spain, Pablo Abascal, “those who have mortgages are drowning and for the elderly this investment is not profitable”.
Essential Citizens know
The UCI Rehabilitation Sales Director, Rocío Santiago – “We must provide clear and accessible information to the citizen so we can all understand it and be aware of the problem.” “Responsible credit and convenient financing must be offered, since it is difficult to convince citizens if it is not profitable.”
Survey Spain Home Inspections/Building Surveys and Valuations/Appraisals
At Survey Spain we require CEE certificates before we inspect properties. By law these must be available before marketing starts. Agents and owners are risking huge fines if they cannot supply them. They only take a week or so to produce, so ‘in preparation’ for months will not be accepted
